(SOLVED) Google blocked the new app immediately. Why?

Hello everyone and good luck with the moderation of your applications!
There is a precosts.com site (mine, verified in Search Console in the same google account)
Created an app for GooglePlay (already the 2nd in the account) using PhoneGap and placed the opening of precosts.com via WebView (as usual for PhoneGap).
From my point of view, it did not break anything, however...
As soon as all the information for Alpha testing was filled in and the "Publish" button was pressed, it was IMMEDIATELY! was blocked and received a notification in the mail:

This is a notification that your application, How much does it cost to create a website, with package ID com.precosts.calculator, has been removed from the Google Play Store.
REASON FOR SUSPENSION : Violation of one or more of the following provisions of the Content Policy: spam , intellectual property , and impersonation or deceptive behavior .
Please refer to the webview spam policy help article for more information.
This particular app has been disabled as a policy strike. If your developer account is still in good standing, you may revise and upload a policy compliant version of this application as a new package name.

Thanks for your reply. We appreciate the opportunity to review your appeal pertaining to the removal of your app from Google Play.
We were not able to validate your account's relationship to the original content or brand owner. In order for us to process your appeal, please reply with verifiable documentation that you are the owner of the site or your application is authorized. Please be advised we will not be able to respond or reinstate your application without the above documentation.
We appreciate your assistance and look forward to your reply.

UPD2: Sent to the dock for domain ownership (pdf from Ru-Center) and received a response:
We've accepted your appeal and your app has been reinstated. For the app to appear in the Play Store, youll need to sign into your Developer Console and submit your app again.

Then, in the developer console, the application was deleted (red "brick") and the "Resubmit App" button appeared.
After a couple of hours - it almost "came to life":

And Google thinks otherwise. Check that there is no application with the same name or with the same icon. If the name is very similar to another application to the point of confusion (or whatever it is called), then they may also refuse. The description must match the application. SEO stuff can also cause a ban, as well as listing keywords after the description. Well, applications that are needed only for advertising the site are prohibited. Those. if the application simply displays an HTML page from the site, then they may not be missed for this either.
But it is very strange that the lock worked immediately. I only had issues after live human moderation.
