Solution to implement 4g vpn?

I want to implement something like vpn/proxy. There must be a point with a static address, which will be located in my city. I, in turn, travel a lot, and for work I need to use my ip. Is it possible to implement a point that will be connected to the Internet via 4g and with the ability to connect to it from outside (not via Wi-Fi), and surf the Internet through it?
I thought on raspberi, or on a 4g router. By what means can this be done?

Cellular operators provide a white address service.
But why 4G? Many wired operators still have white addresses that they issue to subscribers on optics.
