Bypass regional restrictions... How?

At the beginning, I immediately apologize that the question is asked for the 9000th time, but it will still be faster. In addition, I am not a programmer at all and do other things, so most of the terms for me are just an empty ring.
So to the point. There is a very strong reluctance to pay 60 euros for a product. Normally I would go somewhere for platy.ru and the like, but your region was sent to the reservation and from now on it became impossible to accept gifts because of the curtain. I would like to know how I could bypass Steam's regional restrictions and buy a Russian key. I looked at pages on the topic of VPNa, but in this area I am not so well versed in order to freely read the article (I used a proxy for the browser several times, but Steam is still different, so I approach everything with caution).
As I imagine it, here are two options:
1. I install a VPN for your region, create a new profile with a new IP, use a different credit card and buy a game.
2. I buy a key from a third party seller, then I put a VPN in your region for activation.
And here the questions arise:
Which of these methods is more effective and which is more dangerous?
What software to use to bypass?
Is it worth it to be greedy for these unfortunate 2 thousand, or is it still a risk?
What is the guarantee that I will be able to launch from my region or will I always have to enter through Russia?
Can third party services like RGSC/Uplay be a hindrance?
I could only find various vague descriptions of risks (and the degree of risk varies from each commentator), but I would like the bypass process itself (specifically on my question).
Yes, rather stubborn of me, excusez moi, but the help will be invaluable to me and many other... "inquisitive" minds.
