Solidworks: Has your administrator locked you out of this file vault?

I ran into a problem in solidworks that I can’t solve, the bottom line is that there is a server with solidworks on it, PDM Server Enterprise is also installed, there are pdm se clients on the workstations, computers in the domain, when connecting the storage under the user registered in the storage, an error is generated as in the subject, under the administrator comes without problems. He gave all permissions in the security tab both for administration and for connecting the archive, he gave the groups to which he included the necessary users, he also registered users in the storage settings and gave rights to everything.
What I missed, why under a simple user does not enter the repository, but only under the admin, tell me good people :(

what is the minimum that needs to be put on the server for users to work with SW PDM SE so that they can register on the server under their own accounts (domain)?
SQL Server is already installed, and is it necessary to install sw from the administrative image? or it is possible to do each separate local installation?
