As you know, it is currently impossible to purchase licenses for such "obsolete" products as Office 2003 or Windows XP through vendors. However, such licenses are plentiful on ebay, let 's say . It would seem that you buy the licenses you need in this way, and everything is legal. Incl. and for a Russian organization - CJSC, LLC.

Licenses from MS can be linked to the country, when we bought Windows, it was written there that it was only for sale in the CIS. Please check this with the seller.

And downgrade does not suit you? That is, you buy Win 7 Pro, for example, and this gives you the right to use Win XP Pro quite legally. Likewise with the office. Or is it the price in this case?
