Software to control users on the network?

The authorities set the task - to put users in the company under strict control. Doesn't want to invest.
What we want:

  • know where users went on the Internet (to know exactly, but not to block. For now);
  • keylogger;
  • take screenshots from time to time;
  • it would be very useful to know who is printing where, when and from where;
  • free for corporate use;
  • collection of compromising evidence either over the network (centralized control) or in bulk in a network folder.
Other bullying is also welcome.
All machines (20 pcs.) under Windows XP / 7 x32 / x64, the server under Windows Server 2008 R2, does not want to be a gateway and proxy (begging for a second board) - I think this is even superfluous.

Proxy and log analyzer. Linux examples are squid and sarg/lightsquid. For Windows there is a squid port. I don't know of any other free solutions for Windows.
take screenshots from time to time
And look at the software for computer classes iTALC.
keylogger
This is overkill, I agree with the opinion above. Although such programs (almost with all the listed functions, including the keylogger) exist, they are all paid and/or shareware.
Other bullying is also welcome.

The assigned tasks are also solved by software of the DLP category. There are as many as two open-source DLPs, but since I have not used such software, I can’t say anything about it.

At the same time, he does not want to invest - LOL.
Keylogger is overkill. If I found out that a keylogger was installed on the quiet from me, I would have quit, having previously launched just the most cruel worms that would destroy all data within the company, including backups. And if everything is administrated, I would find an excuse, and did all this on behalf of the admin.
Your superiors have no brains at all.

Excuse me, but your superiors are fucked up, to put it mildly.

SZI from NSD seems to be capable of this.

User control is primarily a legal issue. If you solve it, it turns out that “not investing” will not work.
Does the boss even know?

Violation of human rights, and spit on the authorities!
