Software licensing error. How to fix?

Today I installed 1C Enterprise on the server, restored the license using a backup pincode, received a message in the dialog box that the license was successfully installed.
However, when I try to start the enterprise or the configurator, I get a message that a license was not found and a suggestion to enable a hardware license, but I installed a software one.
Here's more about the error:
License not found. The application protection key or received software license was not found!

Software licensing error. The software license file does not provide for the ability to launch 1C:Enterprise client applications or external connections: file://C:/ProgramData/1C/licenses/ХХХХХХХХ.lic
Configuration is not basic, Configuration is not basic.
Please advise what is causing this and how to fix it.

To run 1C in client-server mode, you need TWO licenses: one server license to run the 1C: Enterprise server, the second client license to run the client application (and to run the file base, you only need a client license, and you don’t need to install a server license at all).

Judging by this text, you have received a license for the SERVER.
License not found. The application protection key or received software license was not found!

This text indicates that 1C does not see the license to launch the CLIENT.
The software license file does not provide for the ability to launch 1C:Enterprise client applications or external connections:
file://C:/ProgramData/1C/licenses/ХХХХХХХХ.lic

100% that this is the file of the same license for the 1C server that you just received.
You can clarify by opening the license file with a text editor, for example, notepad - at the end of the file there will be information about the license in human-readable form.

That is, to work, you now still need to obtain a client license.

By the way, the file name was completely erased in vain - it represents the date and time the license was received, there is no unique identifying information in the file name, for example, the license activated today will be of the form 202110131012345.lic, where the first 8 digits are the date 2021.10.13, and the next 6 digits is the time HH.MM.SS.
