Licenses for software and other works

There are projects with a GPL license.

Is it possible to somehow bypass the licensing situation and apply existing licenses?
The project will be radically revised, but I would like to apply the license immediately.

What is planned:
1. publication of the source code;

2. use of the source code is not possible under the following conditions:
1) You cannot use the source code as a "fork project";
2) You may not use the source code in your projects;
3) You may not use the source code as income;

3. everything that does not fall under paragraph 2 is allowed.

What does your "bypass the licensing situation" mean? Be direct, please.
Do you want to take a program that does not belong to you and assign it to yourself in order to distribute it under the terms of your choice?
The most direct way here is to take it and do it. It's the only thing that's punishable.
