Software for UDP flood in the local network?

There are several computers on the local network, one of them is running a program that works with an external server through a specific port. The network is connected to the Internet through a router.
It is required to create periodic interference for the operation of this program from another computer of this local network. The idea is through UDP Flood to a given port of the router or computer with this program.
Perhaps there are ready-made solutions or tips.

Raise your dhcp to a higher priority. Tie up the loop. Well, there are a lot of connections to open, so that the routing table would be full. Finally get stars =)
