First you need to decide what attacks you plan to defend against. If you stupidly clog the channel - nothing will help.
If your application is attacked with resource-intensive requests from one ip, temporarily ban the address with a firewall.
There are no built-in tools in Windows. So either third-party tools, or still put some kind of intermediate host. For example, inside Windows Server, you can raise a virtual machine with linux and configure an external ip address on it, and then send packets from it to Windows Server.
