XBMC and Kodi might be able to - through additional software called PVR backend https://kodi.wiki/view/Tvheadend
which streams video from the tuner and manages the list of channels for streaming.
Back in 2009, I watched satellite TV using a DVB-S/S2 card and a kaffeine player. Now I don’t know what condition it is in, but then it was already possible to fill in a bunch of your satellites / transponders (best of all, manually, into the config), and watch through diseq from two or three plates at once, or just from two converters or more , showed both the list of channels, and like the schedule, and the ability to record to disk, there was a time-shift (this is when you pause, you go to pour tea, you return, and you look from the same place, and plus when advertising - you can rewind it if there is sufficient recording time). I also tried VLC, but something didn't work.
It is necessary to read about kodi and its capabilities, there is probably already good progress there.
