Socat without SSL for IPsec packet forwarding?

The strongSwan IKEv2 server is already configured on the server. The problem is that the ISP is blocking IPsec. They offered a variant with Socat. You just need to send IPsec(IKEv2) packets from the client to the server. Help set up Socat.

IPSec != IKE. From the word at all. IKE is a sub-protocol for ESP/AH, commonly referred to as the "IPSec family of protocols".
Is the provider blocking the port or does it have DLP and it detects IKE? Try changing the port.
