SMS-ki not coming - phone or operator?

A relatively reliable way to reproduce the problem:
1. leave the house, move 7 km away.
2. return home (not necessary!)
3. send yourself an SMS from another phone or service. several sms.
4. SMS does not come. may not come for half a day or a day if item 5 is not fulfilled.
5. sms will come within a few seconds (all of which are in the queue) if you try to call, or receive an incoming call or get into the Internet.
android phone zte 916, worked fine before. Haven't tried another phone (yet). incoming calls while the problem is observed work ok.
Question: is it more like operator glitches or phone glitches? Are there any known issues with phones with similar symptoms.
ps operator - Megafon northwest.

Have you checked the network settings? It seems that the network is selected manually or the constant network search is turned off.

Do you go to Internet (5) via WiFi? If so, then the glitch is definitely a phone.

Select a network manually so that the phone is forced to register again in it, and then switch back to automatic network selection. I had a similar problem with Nokia, but SMS didn’t come there at all until I did it.

The problem can be both on the handset side and on the operator side. Several scenarios can produce this result. Experiment with another tube.

Try changing your SIM. There was a similar glitch on the old sim card. She worked very mysteriously from time to time, the phone seemed to be on the network, I could send sms, I could call, but if I immediately called back, it said that I was not online and the sms did not come, and then after a while they came in batches. After I swapped the SIM cards of two phones, it turned out that the problem was in the SIM card.
