Smooth vertical scrolling in Excel 2007, disable "sticking" to cell border
By default, when scrolling vertically in Excel (in version 2007 for sure), it does not scroll smoothly, but the table “jumps” so that the border of the topmost cell always “sticks” to the top border of the visible area. If the height of the cells is large, it is very uncomfortable to work. Is it possible to disable this behavior somehow? I didn’t find an answer in Google, except for a “crutch” like scrolling by pressing the middle mouse button, but this is not a solution.

(also a crutch from Google) Make it so that large cells are the result of combining small ones, i.e. you will then have the first column of normal cells with a height of 15, which will scroll. The question is whether it is possible to carry out such a transformation. Macro is possible.
