Smooth scrolling in safari?

There is a block with news and overflow: auto. On Android mobile phones, if you scroll this feed, it will continue to scroll smoothly by inertia. But in safari (or on iPhones) it’s not so. As soon as I remove my finger from the screen, the tape instantly freezes.
What's the matter?
