How to transfer bookmarks saved on iPhone to iCloud?

I went to the iCloud settings on my phone, noted that I needed to synchronize (bookmarks), but when it came time to go to icloud from a computer, my data was not there. What is the problem and how can I transfer all Safari bookmarks from my iPhone to my computer? Thanks

Synchronization occurs in the background on its own.
If in the OS X settings in the iCloud section there is a checkmark for Safari, then a bad connection on the phone may prevent synchronization, try turning on "normal" wi-fi on it.
In any Apple service, there is no way to force synchronization between devices. Some advise to initiate this by turning the iCloud service on / off, but it does not always help.
