Everything is fine on my Nokia 620 and there is scroll softening. Is there any way to soften the scroll on the iphone.

You will have to mark yourself as a solution! =)
It turns out there is such a property as -webkit-overflow-scrolling: touch - that's what gives smoothness. To my surprise, I found this in the comments to an article that I put on the back burner for reading over the weekend. Support for iOS 5.0 +, I think more is not needed for happiness.
