Smart things programming. How to implement an idea?

Good day to all. I am new to programming. There is a great desire to program smart things and for it to help people. Therefore, I want to cross programming with chemistry / biology. So I had the following idea the other day: A bracelet that reacts to human impulses and let's say so. scans it to determine the status, if the indicators fall, a signal is sent to the ambulance, which in turn finds the patient on the map. I understand that I can state it somehow abstractly, but the essence is clear, I think. Is it possible to implement this, and if so, how and with what tools? Thanks in advance.

The device firmware may need to be updated frequently to receive software fixes.
As a rule, investors want to see a demonstration of the technology on a working layout. That is, you need to implement your idea technologically, think over a business plan, build a website to show the capabilities of the technology (video, diagrams, etc.) or use services like Kickstarter, and then maybe the idea will attract someone.
