seems to me that to implement this, you need either a controller or a mini pc - in which the time of sunrise and sunset for each day of the year will be recorded ...
in my understanding, the controller is "not very" suitable: -
no exact time (only something that was initialized when uploading the firmware, and in a mini-PC it can have ntp)
- for communications - you will have to fasten some kind of wireless / wired board.
I don't have a lot of programming experience ...
maybe someone implemented this?

First, decide what functionality you need.
As I would do: something less agile with radio communication or IR. If there is quartz, then from it, if not, then from the network. the ability to set the time in any case is needed. For RF look at nRF24LE1 and from TI CC24xx CC25 and similar. If you attach infrared control, then any little hard (MSP430, STM8L, STM32L, AVR even).
I would not recommend making WiFi (esp8266) until you decide on the power supply. Rejecting it will greatly reduce consumption.
