You need to get a 0-10V analog output signal from the Arduino to control the frequency converter.
I look in the direction of Digital-to-Analog Converters, but they are all 0-5V.

a) PWM a 10-12-volt external voltage with a mosfet
b) use a ready-made pulse PWM driver
c) use a multiplication circuit
d) feed a signal from a DAC or a filtered PWM to the input of an operational amplifier (respectively, feed it with a voltage of 10..12V )
