Smart contract for ico is not more complicated than a javascript calculator?

Do I understand correctly that smart contracts issued for the needs of ICO, even taking into account escrow and bounty programs, are a fairly simple program?
Is it likely for an experienced programmer, but for the first time faced with this in practice, to allow a bug in production? )
The motivation for the question is the desire to assess to what extent development prices are due to complexity, and to what extent the hype and shortage of specialists
According to my early preliminary assessment, it is the second, and every 10 times =)

On the other hand, contracts were created for this - to simplify the creation of money surrogates)
