Small jobs for a programmer?

I did not find a similar question, which is stanno.
It's no secret that small work for a programmer often pops up on thematic forums. Knowledgeable people, do not share a couple of addresses?
I want to note that I am looking for a part-time job, and not a full-fledged remote work. Having no experience in companies (only Open-source), I don’t want to compete on some oDesk with Indians and Chinese, who are ready to write search engines for a handful of rice.
For my part, I know only two such addresses:
forums.digitalpoint.com - a lot of orders, but a lot of inadequate people who do not speak English and do not know what they want. Often tasks in the spirit of "copy the site." Come across frank comedians, for example, I was offered to do some project in Java for $5.
www.php.lv- a good thematic Latvian forum, but the work is usually constant, and there are few people.

Personally, freelancer.com is enough for me. And you don’t need to compete with the Indians / Chinese, they have their own niche - the minimum price and about the same quality. When a customer goes to them, he either does not understand this (he will soon understand), or it suits him. I admit that there are exceptions, but I still think that dumping is not worth it, it attracts those who like low prices with an appropriate attitude towards the performer.

in fact - you can look for any SEO office and offer them your services, they often have problems with IT personnel and they are not tied up for major work, so, make up the pages, fix the pictures, put the module in the CMS, well, etc.
