Small business infrastructure automation. Where to start?

Good day.
There are "under control" a little more than 100 PCs (both workstations and servers (5-6 pieces)). Most PCs (~90%) are controlled by Win systems. Is it possible to automate the routine part of setting up such a fleet of machines (updating zabbix configurations, updating software (Windows Update, etc.), well, installing "dummy" to the finished state)? The network for such a fleet of machines is normal, without domains and other things (still in the plans). I looked towards Chef, but I'm afraid it will work for Win. What do you advise? I would be very grateful.

Well, either the state office, strictly obliged to sit only on the face. Otherwise, I will not explain the absence of AD in any way. AD is not only a valuable fur, that is, a database of users and computers, but also the possibility of automating routine work. WinUpdate will be solved through WSUS. Deploying templates via deployment service etc. Not fools are sitting in MS - they can only think about how to infringe on the dough, but they are by no means fools :)
Allocate a separate machine for a domain controller - and go ahead, read the literature ...
