Site over HTTPS IIS?

Hello.
There is a CRM site (oracle siebel) that runs on IIS (windows 2012 R2), I attached a GOST certificate to it, and also set up crypto-pro and IIS through ssl settings, when you enter the page via https, the certificate is visible, but when you enter the login and the password is redirected to http.
What could be the problem?

Did you add a rule to redirect to HTTPS in web.config?
