Site for large monitors / extensions?

I sat down at the computer screen with 27 "and noticed that all even the most modern sites look so" crumpled ". Now I am planning to redesign the site. Hence the timely questions:
1. Should I focus on large extensions when developing a new site? (Full hd / Retina)
2. If the layout can be adjusted in percentages, then what sizes of layouts should be specified in the TOR for the designer? (I know about the need to use svg.) 3.
Does this have any effect on the quality of the site / promotion and usability assessment PS
I was looking for similar questions - the answers are very old, I need a fresh opinion of those who are in the subject.

I noticed that all even the most modern sites look so "shrunken".

And rightly so. It is easier and more convenient to perceive concentrated information than smeared information on a huge screen. You don't have to "scrub" anything unless absolutely necessary.

Retina has nothing to do with physical screen size. I have a retina, but it's the standard 1440 pixels wide. A site for retina is no different from a site for regular monitors, except for working with 2x images for greater clarity.
