Simultaneous operation of VLANs for local and Internet networks on the hp 1820-48g switch. What can be wrong?

VLANs are configured on the hp 1820-48g switch: a group of ports in VLAN100 for the Internet network, a group of ports in VLAN200 for the local network, untagged ports. The Internet network does not work when the Internet and local networks are connected in VLANs at the same time, that is, we connect the computer to VLAN200 - we get a local IP address, in VLAN100 - we do not get an IP address. Separately, VLANs work, that is, IP addresses are distributed when only the Internet or a local network comes to the switch. What can be wrong?

Could this be due to the fact that these are two different networks, the IP addresses in which are assigned by different DHCP servers, and the second-level switch itself, that is, only VLANs can be configured on it, but routing is not possible, and a third-level switch is needed? sub interfaces on the switch also cannot be configured, or I did not find how, since it was not possible to connect to the switch via telnet and ssh.
I’ll write right away that I have little experience in configuring VLANs.
