Similar to Teampaper Snap for windows?

On macos I used a very cool software Teampaper Snap
Screenshots and their comments, with markers.
Next 2 options

1. Saving a screenshot with an added column on which comments are written in a numbered list
   
2. Upload to their cloud, there is an interactive interface similar to redpen / invision, adding tasks, commenting and completing tasks
   

Is there something similar on Windows?
Tools similar to LightShot, this is not quite the same
I would like to find a similar tool, even if just for screenshots with markers and comments

Is the super-duper mega ShareX harvester suitable?
There is a built-in editor with arrows, all kinds of underlining there, you can write text. There's a lot in there, actually.

On Windows, Lightshot is good. The speed of the screenshot / upload does not fall short. But it does not support layers for editing and an online editor. Also free. At the same time, Uber does not work well on a poppy ligthsot
