Similar to CloudFlare? Or how to remove the IP address from the BL RKN?

The meaning is the following. CloudFlare IP addresses were blacklisted by RosKomNadzor. As a result, the static ceased to be given.
IP addresses change only by deleting the project and adding it again, but there are a lot of nuances and it’s not a fact that they will change to clean ones.
Who had a similar experience, how can I fix the situation with minimal cost? Perhaps you will advise an inexpensive CDN provider (img, css, js without video).
Traffic up to 5Tb (per month).
The project is on Amazon, does it make sense to use only CloudFront? (actually it is used - but after it comes CloudFlare, i.e. nginx -> CloudFront -> CloudFlare -> public).
