Have you come across SIM cards without IMSI (SubscriberID in Android)? I would like to have at least a semblance of statistics on the question, what is the proportion of such sims from the total number? It is necessary to implement an alternative algorithm for determining the SIM change in the phone, in case IMSI is not available and I would like to know if the game is worth the candle. How can an operator identify a SIM card without this number in general? If not, then maybe you don't need to bother? Thank you.

Without IMSI, you cannot register on the network. The game is not worth the candle.

Ki + IMSI - a pair of "identifiers", without which registration in GSM networks is impossible.
