SIM Bank + STMP. How to receive SMS and redirect messages via stmp to mail?

Good day. Please let me know if anyone has faced similar issues.
We have about 20 sim cards, crammed into nokia with two sim cards, they are configured with a forward to mail (each device has its own mail to which SMS is sent).
Are there ready-made solutions, at least on paper, that will fit all this into + - one device?
