Significance of the sample, where is the boundary?

Hello everyone
There are two samples of the same random event.
Volume of the first - 10000, average value - 1
Volume of the second - 200, average. value - 1.1 It is
clear that the second sample is less likely to give the correct population mean, but where is the boundary of the volume ratio when it needs to be paid attention to?
Thanks

"When you do not need to pay attention" - you decide for yourself by choosing the desired reliability, for example 95% or 99%.
