Should you buy a laptop?

Is it worth buying a laptop for work for a price of ~ 16-18t. with the expectation that it will have ubuntu or little sense, because, for example, photoshop (what is the alternative on unixes), the browser and ide at the same time are unlikely to be able to work at the same time?

And what are the limitations? Take it. Suitable for work. OS and software put what you need. If you are not a 3d modeler, everything will work as it should.

For the money only used. And then, as more money appears, add an SSD and more RAM.
The new one will be with poor parameters, and is unlikely to be suitable for work. (Not suitable for web development)

On ebay, it was possible to take MacBooks from the past 12 years for 20K second-hand. And even cheaper. But with the current dollar exchange rate and shipping costs ... it's easier to buy in this country.

$219-250 per laptop? Hardly, pity yourself. Even if something for that kind of money is found by chance, it will be illiquid (for example, with a terrible screen).
You can look for something on a Pentium (for example, the N3540 does not look much worse than the core i3), but you will have to buy more memory and ssd so that it turns more or less quickly. But the pieces of iron there are all quite large, 15 inches. And it will end up being more expensive than 18k.
