Should xdebug be in /etc/php/7.3/mods-available?

One guy who had problems with php wrote

Make sure xdebug is enabled; sudo phpenmod xdebugor equivalent

In the xdebug manual itself, after installation, they did not ask to check it with the sudo phpenmod xdebug.
Here is what she gave me
[email protected]:~$ sudo phpenmod xdebug

Make a symlink with your hands, check if it is ini and so in the modules
