Should the interface not hang for more than %number% milliseconds?

What is the allowable hang time of the program interface?
There was an article on usability, where this figure appeared.

Make several threads, the interface thread generally separate.
I personally don't count milliseconds, but when the program "freezes" and it's noticeable to the eye, it starts to annoy!

Google recommends a response time, in the manual for creating gadgets - 0.25 seconds =)

As far as I remember, the acceptable value is up to 1 second.

I would focus on video standards. video with 25-30 frames per second seems smooth to a person, jerky and no jumps are noticed. Accordingly, 30-40 ms can be considered an acceptable delay time.
