Should the fan on the power supply be spinning?

The last time I assembled a desktop from scratch was in 2009 :)
Please tell me, should the new power supply be buzzing after connecting to the network and turning on the button? Should the fan be spinning when first turned on?
My PSU does not respond at all to the power button, black silence. Is this a marriage?

depends on the block.
On good PSUs, the fan only spins when needed.
