How to diagnose a power supply?

There is a Chieftec CFT-70014 CS power supply
Problem: the motherboard does not start
When the green and black wires are closed, the power supply unit starts, all voltages are normal. But when connected to the motherboard, it does not start.
There are no problems with the other PSU, so the problem is definitely in the PSU
. How to identify the problem?
