Should the design shrink and expand proportionally on smartphones, tablets and PCs?

Should the design shrink and expand proportionally on smartphones, tablets and PCs?
If this is correct, then I take the content width of 300 pixels and multiply by 2, 2.5 3, 3.5 4
Then I get the content width: 300 600 750 900 1050 1200 (without padding left and right)
All content is proportional, but there are problem points: 768 pixels and 1024 squeaks.
I'm worried about 1024 beeps. the content part does not even fit.
Am I correct in my reasoning that content should be proportional on all devices?
What to do with the size 1024 (1050) peeps.?

I think they won’t answer you, because this phrase “compress proportionally decompress” is not clear
to you, is it adaptive? or just the site should fit into the screen size of any device (and it is not adaptive)?
