Should the customer think over the content for the site?

Should the customer think through all the content and all the information that will be on the site before the creation or after?
I often come across the fact that customers do not provide complete information, because of this it is more difficult to come up with a design, because you don’t understand what icon to put, how many elements will be in the block, etc. And there are customers with a complete set and text, then you immediately understand where and what to put. Therefore, I wonder if I need to develop my thinking and think it over, or should the customer be ready right away?

No one owes anything to anyone until both parties have agreed to the terms of the contract and signed it. (It does not matter in what form)
For each type of customer there is a type of contractor. If you are uncomfortable working without a complete understanding of the content, do not work with these.
