Should the banner be hidden after a user click?

I am developing the 1st android application, and I am thinking how to display banners to users correctly.
I want to implement it in such a way that if a user clicks on a banner, then the advertisement for him will be hidden, for example, for 1 hour.
But the question of my blocking in admob worries. Will they decide that in this way I encourage users to click banners, and this is against the rules?
In general - is it legal to implement such behavior of the program when the user clicks?
And if not, then how can I protect myself from suspicious comrades clicking on my banners?

If you inform the user that when he clicks on an ad he will receive 1 hour of Ads Free, then this is a ban.
If you implement the described behavior, but do not tell the user about it, then this is correct . Moreover, this is described in the Admob recommendations in the section Number and frequency of interstitial ads.

This is how I approach it. Banner is a UI element. If you hide it, then you need to provide an interface element to return it. You ask your users if they are willing to watch ads.
