On Toster.ru there are often people who ask only 1 question, get (or sometimes do not get) an answer, do not mark (mark) anything and leave ... without returning.
So, I have a question / suggestion: can a one-day (who has just registered) enter "a la" as in habrahabr - "inferior accounts"? - so that they (let's say) first answer 10 questions themselves (for example), after which their account goes into "full" and can already ask their own questions?
This is all for what: there is a search (both on the toaster and on other services) and just like that - they don’t look for answers that were given earlier, but for the millionth time (every day) they ask questions from the category of “what to do junu in php"
Answers to such questions have long been given (and quite cool answers), nevertheless, they still ask, and disappear ... Thus, they "flood" (my IMHO). Those who gave several answers on the toaster - basically know how to use the search, and if they don’t find it, then they already ask a question.

As an option, make the feed settings more flexible: show questions only from those authors who have asked more than N questions, show only those questions that have gained N subscribers, and so on.
So that the questions are not repeated, it is enough to complain about the question. Especially for this, the "Complaint" button is made. Forbidding newcomers to ask questions is nonsense. Nine simple questions are sometimes asked one that will be of interest to many.

A person who asks "how to add 2 + 2" is most likely just looking at programming and it's normal that he has one question. A person who asks what an isomorphic application is cannot be a beginner, because the level of such questions requires certain knowledge. But this knowledge will not be enough to return again and again and not ask a question.
In my opinion, questions more complicated than a sandbox in a single instance are asked by bots that create the appearance of a resource's life. If, for example, they were forced to write simple questions so as not to arouse suspicion, then for the resource this would mean one hundred of its content is primitive, which means that the resource itself is not interesting. The golden mean is to ask medium-topical questions that people are interested in.
And everything is fine until you realize what you are reading or trying to help the bot. That's when you start to think about the waste of time and the attitude of the creators towards you.
If the creators really do this, then I want to convey to them that this is bad and very noticeable to experienced people who should settle on resources raising their prestige. But there is also the possibility that these are competing pests. How good it is to shit, and then subtly hint around only bots and all visitors are wasting their time.
Although there is a possibility that this is a double divorce of the creators themselves, who are pushing for a paid help resource. How else to close access to bots and make high quality questions? Of course to impose a bribe! Mzdets...

I propose to add the ability to complain about a question if it does not meet certain rules (for example, answered 100 times on a toaster), a moderator comes to the complaints and decides what to do with the impudent.
