Should it be possible to freely move an element inside a block without the risk of losing some of its qualities?

According to the methodology, the block should be written in such a way that it can be moved to any place on the page or even to another page. That is, it should not affect its environment. What about elements? Should it be possible to freely move an element INSIDE THE BLOCK without the risk of losing some of its qualities (appearance, for example - the layout of the element can "go")?

No
If this is required, then the element itself is a block
