Should I write links in WP, "Update Services"?

Hi all!
I ask for advice, because I myself am a little in a stupor.
I stumbled upon an article on customizing WP and in the article I saw a setting that I have never seen or done ...
More to the point:
In WP settings-> Writing-> Update Services
The article says (recommended) that you need to add a number of links to this point. Here are those links:

1) Should I use these links?
2) How do YANDEX and google relate to these links? Will there be any sanctions?
3) Do these links really help?
4) Confusing is the fact that the links are registered through http and not https
