Should I write an article about TCP optimization and how to check the link speed?

In the process of studying the topic of TCP / IP, there is an opportunity to write a small educational program about:
- some basics and limitations of TCP / IP,
- protocol costs (overhead),
- how and why to optimize TCP / IP (OS Windows, * nix),
- how to measure the speed of a TCP / IP connection (to the Internet) using the example of the nuttcp utility (unix, win), differences from web speedtest-ah.

# how and why to optimize TCP/IP (OS Windows, *nix),
It would be nice to see how to optimize for different needs, ie. keep a large number of online, or handle large streams of UDP traffic or connection queues with a large flow of incoming connections, or keep the load from DDoS attacks or fight against “hanging” clients, etc., etc.
There are a lot of articles on this topic, but they are all somehow stubborn on only one thing. And most often without calculations. And calculations are very important. A simple example: when tuning TCP in Linux, they very often change the values related to the sizes of buffers and the waiting queue, but this is not said anywhere about the calculations of these values and application (in particular, the sizes of the buffers - almost nowhere does anyone say under what conditions which of the 3- x will be used). Also, little is said about the features of the entry into force of the settings (whether it is necessary to reboot or reload already running programs, etc., etc.)
So I want to see an article that would structure all knowledge, for different purposes and detailed calculations (taking into account the width of the channel, the number of clients and others).

Why ask? I'll say no, what then? Write and post, there will be those who are interested.
