Buying nofollow noindex links?

Hello.
Do nofollow noindex links appear in the external links section in Yandex and Google webmaster? Are they considered natural (non-seo) and what do they give the site they link to? Are they necessary in terms of link mass and why? To trust the site of the acceptor?

If the project is serious and resources allow - I would not disdain such links, purely for naturalness.
The good thing about nofollow links is that they are less of an SEO link than others.

Where I saw such an opinion and it seemed reasonable to me:
that the absence of nofollow and noindex links with a large number of ordinary ones is a sign of black seo. So they probably influence indirectly. Didn't check.
