Should I use CloudFlare in Russia?

Good day.
I have been familiar with the CloudFlare service (free tariff) for a long time, but I want to clarify with knowledgeable people the answers to 2 questions:
1) Does it slow down the site for Russian residents?
I heard that they had a server in Moscow a long time ago, but when I connect a site to them, I get an American IP. Will it happen by chance that it will take longer to drive packages to the USA and back than without a service at all?
2) Is it possible to apply SSL CloudFlare for multiple subdomains without adding a certificate directly to the server?
For the main domain, you can connect a certificate from the CloudFlare admin panel, but for subdomains, I didn’t figure it out.
