Should I set up a working environment if I...?

Hello, friends!
Q: Should I set up a Gulp workbench if I'm using WebStorm?
Regarding the question, LiveReload cares little for me, as well as working with preprocessors, because. IDE from JetBrains, when using shortcuts, literally completes all prefixes, selectors, properties, etc. for me. Which reduces the headache when writing, directly CSS "code", HTML markup and other things. I'm not against Gulp, but just want to clarify some details in the "Web Development Good Practice" question and the "Professional Web Development Practices" question.
So, how should you set up a working environment for Web development, if you have such a tool as WebStorm(PHPStorm)???
