Hello! We have an online store, we plan to go international. Please tell me whether it is worth registering a COM domain abroad. What are the differences from Russian registrars?

Rather yes than no.
With foreign domains, the probability of some kind of incident is lower than with .RU, even with domestic registrars, but I think that it will be calmer with a foreign registrar.
Good (and budget) ones right now are NameSilo, Porkbun, and NameCheap. The last one is a stretch - it looks like the trend has begun to go bad.

We registered all the domains abroad, and only one remained in Russia - and this is a huge headache. - domain in the Russian Federation. Somehow every tech support boy or worse girl becomes terribly important just by adding/extending.
We have domains in moniker and cloudflare. Run away from Godaddy, Koredomains and Namecheap - non-professionals and it seems not quite decent
