Should I quit my job and start a career as a Front-end developer?
I want to become a Front-end developer, as I already have some experience.
What can you advise in this case? Quit your job, get a job as a Junior, or forget about your front-end career? Is there any compromise option?

My first job was in a situation similar to yours. At work, the conveyor and new knowledge were not even in the plans at all. To remedy this situation, I started freelancing in parallel with my work. A little at first, then more and more. As soon as freelancing income exceeded my salary, I quit and went freelancing entirely.
In your case, I would not consider working as a junior, not because you are 29, but because before that you already were, in fact, one. Quickly, with the help of freelancing, pull up your knowledge and at some point already go as a normal layout designer, or even a front-end developer.
What prevents you from staying at work and studying at the same time?
Nothing prevents you from doing stupid and uninteresting work there and learning JS in your free time.
"Junior" implies already having some experience, and there are no Html and middle css juniors, if you want to be a front-end 'er - screw up JS
