Better to share. Especially if there are not so many cities and you do not plan to make divisions according to a different type. Write the most relevant ad options for each city. If possible, give a target link for each city. Each campaign has its own phone number and address. Then you can hope for a higher quality score than in the case of a general campaign.
On the other hand, keep in mind that if you have low-frequency keywords, then when dividing them into cities by many phrases, you can get the status of "few requests", in which no impressions are made.
