Should I complain about users who delete their questions and then ask them again?

A month ago, I began to notice (I didn’t notice before) that some users delete their questions, and then ask them again. I once answered one question - and on the second day, I see, the same question is again in my feed (asked a couple of hours ago!). But I spent some personal time on the answer, and the same answer with some degree of probability could be useful to another user who would have found this question through a search engine.
One question was asked many times in a couple of days. Wrote to the author:

After all, there are curators who view curated questions (at least I do this with special care for unanswered questions).
You can also invite an expert.
So is it necessary to complain about such "authors", if so, what reason to indicate?

And when editing the question, it does not pop up? It would be nice if it pops up, then the reason for the complaint will appear - "vandalism".
If there is no such functionality, then there is no reason - the author really wants the question to come up, and does not want a duplicate to appear.
Thus - if the author demolishes the question with answers, and then publishes an identical question - this is obvious vandalism and a reason for punishment.

Complaining won't hurt. Moderators do not ban on a complaint, they consider the complaint. If it is false - they will ignore it, if it is for the cause - they can ban it.
Therefore, consider it necessary to complain - complain. If you complain too much, they will tell you.

- there is no functionality to complain about the user )))
- when complaining about a question, you must indicate the reason, and the remote question does not pull the role of the reason (and you can delete the question if there are no answers. Comments are not an obstacle upd , but a subscription, perhaps an obstacle)
my opinion :
- this is an obvious live hack of impatient questioners
- I would support sanctions, or at least their technical feasibility, against this
ps (based on discussions) and would urge colleagues to more carefully distinguish between what is really worth writing in comments and what is in response. starting from the level of advice / not a confident answer - plz, in the answers!
ps as an example, note thatthe code should not be a screen, but a text, and in tags - this is a comment. counter question - why so? why? (implying, or rather showing, that the answer is impossible without clarifying something) is also quite in the comment. sarcasm and the like - kament. but everything that more or less leads (even possibly leads) to a solution is definitely the answer

I'm not duplicating my questions, but I don't understand what I'm supposed to do when it was never answered and went down the feed. So I think this duplication is quite justified.
